voted to raise National Insurance on employers, a stealth tax that hits workers' pay

What this is

Labour's October 2024 Budget raised employer National Insurance from 13.8% to 15% and lowered the per-employee threshold from £9,100 to £5,000. The OBR forecast that around three-quarters of the cost would ultimately be passed to workers in lower wage growth. That is squarely in tension with the manifesto's commitment not to raise taxes on 'working people'.

The NI rise passed Second Reading 308-166. Took effect April 2025.
