What this is

In July 2024 the Chancellor announced Winter Fuel Payment would be means-tested via Pension Credit eligibility, removing the payment from approximately 10 million pensioners. The change took effect winter 2024.

What changed as a result

The means-test took effect; subsequent partial reversals through the 2025 Spending Review extended eligibility to a broader pension-income cohort.
