Two-Child Benefit Cap

voted AGAINST lifting the two-child benefit cap that keeps 250,000 children in poverty

What this is

The two-child Universal Credit limit, introduced in 2017, withholds child-element support from any third or subsequent child. The Child Poverty Action Group estimates around 250,000 children are kept in poverty by the cap. Labour's 2024 manifesto promised to drive down child poverty without committing to scrap the cap. In September 2025 the SNP brought a Ten-Minute-Rule Bill to lift it; nine Labour MPs rebelled to vote for it.

What changed as a result

The TMR Bill fell short. The cap remains in place; the Government's Child Poverty Strategy is still 'forthcoming'.

What to read for

MPs who praised lifting the cap publicly but did not back the rebellion. Distinguish between MPs who would have voted aye but were paired or absent, and MPs who actively followed the whip.
